What is the CAF?

The Common Assessment Framework is a shared early assessment tool and process for use across all children's services and all local areas in england. It aims to help early identification of need and promote co-ordinated service provision.

Role of the Lead Professional

Integrated support can be delivered most effectively through one practitioner acting as the main contact, in other words the Lead Professional. They will work with children and young people who have additional needs that require an integrated package of support from more than one practitioner.

The Lead Professional will

  • Act as a single point of contact that children, young people and their families can trust.
  • Ensure that children, young people and families get appropriate interventions when needed.
  • Reduce overlap and inconsistency from other practitioners.

The Lead Professional could be anyone working with a child, young person, or their family.

What is MAVIS (CAF Database Enquiries)?

The M.A.V.I.S. (Multi-Agency Vital Information Sharing) database is a log of CAF completed CAFs in Hampshire. It is designed as a precursor to ContactPoint, the government's national Information sharing Index, and serves as a local information sharing point for practitioners. The MAVIS administrator will also have view-only access to SWIFT (Children's Services electronic records) and IMPULSE (Education database).

A copy of every CAF, Detailed Action Plan and Review Form you complete should be submitted to M.A.V.I.S.  Follow these steps:

  • Photocopy the entire document - you retain the original copy.

  • Post the copy to the following address:

What are Locality Teams?

District-based Locality teams are being set up in all 11 areas of Hampshire. Locality Teams will provide the infrastructure locally to support  the early intervention agenda through use of the CAF process. They will help to bridge the gap between universal services, targeted and those providing for more complex or acute needs.
