Locality Teams - Support and Resources

What will Locality Teams do?

District-based Locality teams are being set up in all 11 areas of Hampshire. Locality Teams will provide the infrastructure locally to support  the early intervention agenda through use of the CAF process. They will help to bridge the gap between universal services, targeted and those providing for more complex or acute needs.

They will :

  • Advise and assist as needed at all stages of the CAF process
  • Broker access to services where necessary
  • Where it is essential take on the Lead Professional role
  • Ensure continued delivery of statutory EWS functions
  • Provide direct work and support
  • Ensure participation of child, young people and their families so that they are in the centre of the CAF Process.
  • Have a small purchasing budget.
  • Inform joint commissioning
  • Produce means of publicity/communication re; CAF and early intervention services within their district

Who is in the Locality Teams?

A Core team in each District Borough or City Boundary will consist of a Locality Team Manager; Education Welfare Officers; 3 Family Support Workers and an inclusion social worker where one is already in post. The core team will be complemented by a ‘Virtual Team’ – potential members are all those practitioners in the local network who can provide appropriate interventions to support a child’s CAF Detailed Action Plan. Line management accountability remains with their own agency or organisation. This approach ensures we maintain a core team that is able to co-ordinate activity and support Lead Professionals in different organisations and a flexibility to meet individual need.
